The European Commission has proposed to create a new scoreboard to allow for better and earlier identification of major employment and social problems in the framework of the European Semester, the EU's yearly economic policy-making cycle.
Further involving trades unions and employers at both the EU and national level in the definition and implementation of policy recommendations during the European Semester, making better use of EU and national budgets to alleviate social distress and removing barriers to job mobility are also proposals that feature in a Communication on the social dimension of the Economic and Monetary Union (EMU), adopted by the European Commission today. The Communication follows the Commission's Blueprint on a deep and genuine EMU (IP/12/1272), published in November 2012, and will feed into discussions on the future of the EMU at the European Council on 24-25 October. Las grandes disparidades que han registrado históricamente los países de la UE en cuanto a la esperanza de vida y la mortalidad infantil se están reduciendo, según un informe que publica hoy la Comisión Europea. La brecha entre la esperanza de vida más larga y la más corta en la EU-27 disminuyó un 17 % para los hombres entre 2007 y 2011, y un 4 % para las mujeres entre 2006 y 2011. En cuanto a la mortalidad infantil, la diferencia entre los países de la UE con las tasas más altas y más bajas se redujo del 15,2 al 7,3 por cada 1 000 nacidos vivos entre 2001 y 2011. La mortalidad infantil media en la UE también se redujo durante este período: del 5,7 al 3,9 por cada 1 000 nacidos vivos. El informe, que destaca algunos avances positivos en la aplicación de la estrategia de la UE sobre las desigualdades de salud «Solidaridad en materia de salud», concluye que se necesitan más medidas a nivel local, nacional y de la UE. In times of economic crisis, and even more during recessions, social rights are particularly exposed to a loss of effectiveness. The 50th anniversary of the European Social Charter (1961-2011) represented a special occasion to evaluate the implementation of such rights by national institutions. In this context, the paper addresses the question of the role of the European Committee of Social Rights in strengthening the commitment of the Member States to protect and develop social rights, in accordance to the accepted provisions of the Charter and its Protocols. The essay also suggests that Committees relevant achievements could be further improved by connecting its quasi-judicial activity to the ongoing interactions among other parallel European and national judicial bodies. The better protection clauses, by which European Charters of rights and several national Constitutions open to the respective guarantees (as a reflex of higher common values), offer the ideal ground for a multilevel, subsidiarity-based judicial protection, which may support although never replace the necessary legislative enactments and the democratic policy-making process. Las DG REGIO y EMPL han colaborado en la producción de una «Guía para la innovación social», que ya está disponible para su descarga. En esta guía de «innovación social» se exponen todo tipo de medidas innovadoras con metas específicamente sociales (en lugar de meramente tecnológicas o empresariales).
En esta guía se describe el modo en que las numerosas iniciativas preexistentes de la Unión Europea, desde la Agenda digital a los Fondos estructurales, contribuyen con dedicación a este objetivo y se ofrecen buenos ejemplos de proyectos cofinanciados que versan sobre estos temas, ubicándolos en el contexto de la estrategia Europa 2020.  Se proporcionan sugerencias prácticas detalladas para los entes públicos regionales en cuanto al modo de fomentar y posibilitar la innovación social, y de integrar los objetivos sociales en otras políticas.
