CoverLabour market attractiveness in the EU

In this work we present a framework developed for the European Big Data Hackathon 2017. This framework is divided in two parts: an exploration part, which is aimed to better understand the EU global labour market and to capture its heterogeneity; and an inferential part, whose goal is to establish associations between characteristics of the EU labour market and indicators designed to capture important aspects of the labour market (i.e. Skills mismatch, Mobility and Emigration). For the exploration part, we developed the concept of Labour Market Attractiveness, which consists of a combination of socio-economic and demographic variables from Eurostat datasets. Using data mining techniques, such as social networks and clustering analysis, we showed that this combined set consistently captured the country-level heterogeneity in the EU, forming well-defined clusters. For the inferential part, we used model selection analysis and weighted network correlation analyses to establish associations between the characteristics of the EU labour market and the labour market indicators. We argue that the combination of both exploration and inferential parts can disentangle the complex dynamics of the EU labour market and help setting effective policies to tackle typical problems of a fast-changing global labour market environment. CoverLabour Force Survey in the EU, candidate and EFTA countries – Main characteristics of national surveys 2016

The present report describes the main characteristics of the Labour Force Surveys in the 28 Member States of the European Union, as well as two Candidate Countries and three EFTA countries in 2016. All these countries provide Eurostat with LFS micro-data for publication. The aim of this report is to provide users with the means to accurately interpret the LFS results by providing information regarding the technical features of the Labour Force Surveys carried out in these countries. SOCIEUX+ is a technical assistance facility set up and co-funded by the EU through the European Commission's Directorate-General for International Cooperation and Development and the governments of France, Spain, and Belgium. Conceived as a flexible and highly targeted instrument of technical cooperation, SOCIEUX+ undertakes short-term actions to address partner countries' priorities and needs. The European Commission has launched a public consultation to gather views of the broader public on setting up a European Labour Authority and the introduction of a European Social Security Number. The European Labour Authority should ensure that EU rules on labour mobility are enforced in a fair, simple and effective way. Concretely, building on existing structures, the Authority would support national administrations, businesses, and mobile workers by strengthening cooperation at EU level on matters such as cross-border mobility and social security coordination. It would also improve access to information for public authorities and mobile workers and enhance transparency regarding their rights and obligations. The European Social Security Number (ESSN) aims at simplifying and modernising citizens' interaction with administrations in a range of policy areas. An EU Social Security Number would facilitate the identification of persons across borders for the purposes of social security coordination and allow the quick and accurate verification of their social security insurance status. It would facilitate administrative procedures for citizens by optimising the use of digital tools. Period of Consultation: from 27 november 2017 to 7 january 2018. [más]

La Comisión acoge con satisfacción el refrendo del pilar europeo de derechos sociales por parte del Consejo y su planteamiento general para la reforma de la Directiva sobre el desplazamiento de trabajadores.
En el Consejo de Empleo, Política Social, Sanidad y Consumidores reunido el 23 de octubre en Luxemburgo, los ministros de empleo y asuntos sociales de la UE refrendaron unánimemente el pilar europeo de derechos sociales, tan solo dos años después de que el presidente Juncker mencionara esta idea por primera vez y menos de seis meses después de que fuera presentada. El pilar será proclamado por el Parlamento, el Consejo y la Comisión en la cumbre social en favor del empleo justo y el crecimiento, que se celebra el 17 de noviembre en Gotemburgo. El Consejo ha acordado también un planteamiento general en relación con la propuesta de la Comisión para revisar las normas sobre el desplazamiento de trabajadores. (RAPID, IP/17/4068, 24.10.2017)

La edición de este año confirma las tendencias positivas que se han registrado en el mercado laboral de la Unión. El empleo en la UE ha superado los niveles anteriores a la crisis, con más de 235 millones de personas trabajando. El desempleo, que se sitúa ahora en el 7,6 %, también se aproxima a los niveles previos a la recesión. Además, el informe muestra que a los desempleados les resulta más fácil encontrar un puesto de trabajo. Por otro lado, las modalidades de trabajo más flexibles han aportado ventajas tanto a las empresas como a las personas, aunque en algunos casos han creado una brecha entre trabajadores con diversos tipos de contratos: la temporalidad y el trabajo por cuenta propia conllevan menos protección.
