Prof. Dr.Antonio Bar Cendón, is Professor of Constitutional and European Law at the University of Valencia, Spain. He is a renowned Spanish specialist on Constitutional Law – both Spanish and comparative – and on EU law and institutions. He was appointed Jean Monnet professor in 2004 and Jean Monnet professor ‘ad personam’ in 2013.

He has been visiting scholar and guest lecturer in many other universities and academic centres both in Spain and abroad, including Harvard University, USA; University of Cambridge, UK; Institute for European Studies, the Vrije Universiteit Brussel, Belgium; Universiteit Maastricht, The Netherlands; The Hebrew University, Jerusalem; Haifa University; Ben Gurion University, Beer-Sheva, Israel; Universidad de la Habana, Cuba; Chinese National School of Administration, Beijing, China; Texas A&M University, Texas; South Texas College of Law, Houston, Texas, USA; Universidade Federal de Sergipe, Aracaju, Brasil; Universidad del Norte, Barranquilla, and Universidad Externado, Bogotá, Colombia; Universidad de Chile, Universidad Diego Portales, and Universidad Adolfo Ibáñez, Santiago, Chile; Universidad de Concepción, and Universidad de Valparaíso, Chile; Centro Superior de Estudios de la Defensa Nacional, Madrid, Spain; Academia Nacional de Estudios Políticos y Estratégicos, Santiago, Chile.

He has also actively conducted many reach-out activities taking the study of the EU and relating issues further to the University walls. In this vein, he organized training courses for public administration officials and members of the parliaments of Central and Eastern European countries and in the Balkans. As a consultant, he has worked in numerous projects for the Spanish Government, the EU (the European Parliament and the European Commission), and the Council of Europe (International Institute for Democracy), in various European Countries and in the Middle East, dealing with issues such as institutional and capacity building, public administration, constitutional law, and EU law and institutions. In the Middle East, he was a co-director and the legal adviser of the EU project for the assistance to the election and the constitution of the Palestinian Authority and in the relating negotiations with Israel (1994-1996), and he was also a member of the International Advisory Group which assisted the Constitutional Committee of the Iraqi National Assembly on the drafting of the Iraqi Constitution (2005).

Professor of Financial and Tax Law (full tenure since 2010), Jean Monnet Chair ‘EU Tax Law and Policy’ (2015-2018), Chair Holder of the Jean Monnet Centre of Excelence at University of Valencia (2013-2016) and Jean Monnet Chair ‘EU Law and taxation’ (2011-2014). Prof. García Prats has more than 29 years of teaching experience, specializing in EU Tax Law and International Taxation. He has also taught EU Tax Law as a Visiting Professor at Vienna University (Austria), Thomas Jefferson School of Law (US), Bergamo, Bocconi, Torino (Italy), Sorbonne-Pantheon (France), Salamanca, Complutense, Castilla-la-Mancha (Spain).

Advisor of the Tax Committee and the Ad Hoc Group of Experts in Tax Matters of the United Nations since 1995, Senior Legal Counsel at the IMF in 2008, Advisor of the EU Commission on the CCCTB Project for the harmonization of the corporate tax base. Member of the Academic Committee of the European Association of Tax Law Professors representing Spain. Author of more than 30 books and book chapters and 45 articles specifically dealing with EU Tax Law matters. Member of international tax associations, and participant in different research projects on EU Tax Law.
