Este libro es una síntesis crítica de las políticas de la Unión Europea en el mundo árabe en su conjunto, y particularmente en el Magreb, en el Golfo y en Palestina desde el Tratado de Roma de 1957 hasta hoy. El libro demuestra los logros y sobre todo las lagunas y las incoherencias en las políticas exteriores de la Unión Europea en su primera zona de proximidad. De hecho, aunque la Unión Europea se precia de ser un poder «normativo», sus políticas en el mundo árabe han sido más «conservadoras» que «transformadoras». La Unión Europea no ha conseguido exportar su modelo de seguridad basado en la democracia y la economía de mercado, y tampoco ha tenido más exito en el fomento de la paz y el desarrollo regional. El orden y la estabilidad de la región han encabezado la agenda europea debido a la importancia geoestratégica del mundo árabe y la dependencia europea de los recursos energeticos árabes. Quizás por eso las «primaveras árabes» de 2011 cogieron a la UE por sorpresa. Los países árabes tienen una gran responsabilidad en el deterioro general que observamos. No han sabido abordar los retos económicos, corregir los desequilibrios sociales y regionales, resolver sus diferencias, emprender una integración regional y, en última instancia, responder a las aspiraciones de sus sociedades.
