The European Commission has set the priority to eliminate barriers that prevent Europe from fully reaping the benefits of the internet and digital technologies. As the Commission itself has stated, online barriers mean citizens miss out on goods and services, internet companies and start-ups have their horizons limited, and businesses and governments see immense foregone benefits in terms of competitiveness and productivity.
The Competition Policy and High-Tech Markets course serves for participants to understand how competition policy can be an effective tool to further the objective of a Digital Single Market in the European Union, promoting competitive markets, fostering innovation and generally enhancing market efficiency to the benefits of European consumers. This course also deals with antitrust and Intellectual Property, examining the latest cases and how antitrust enforcers should ensure that the application of competition law to IP rights does not result in affording less protection to these rights, which are fundamental to ensure innovation and growth. El curso desarrolla aspectos teóricos y sobre todo prácticos del inglés jurídico. Se estudian y practican los rasgos peculiares del inglés jurídico así como la pronunciación de los términos jurídicos en inglés. Se describen diferencias fundamentales entre los llamados sistemas de derecho común y de derecho civil de la Unión Europea y se explica cómo se reflejan dichas diferencias en el vocabulario jurídico en inglés que se emplea en la Unión Europea, y se practica con ejercicios. Respecto a la parte impartida por juristas, se cubrirán tres aspectos relacionados con la Unión Europea y el inglés jurídico: (1) el espacio penitenciario europeo; (2) medidas de protección de víctimas y Orden de Protección Europea y (3) retos de la lucha antiterrorista en Europa Occidental. El orden liberal internacional, tal como lo hemos conocido en la Posguerra Fría, ha entrado en crisis. Antes ya de la llegada de Donald Trump a la presidencia, el “momento unipolar” en el que los EEUU han ejercido de hegemón global, daba muestras de agotamiento. Sin experimentar una decadencia interna, los EEUU afrontan un declive relativo ante la reemergencia estructural de China o la influencia de Rusia. Dos grandes potencias que disputan, además, elementos esenciales del diseño del orden internacional liberal gestado y liderado por Occidente. Algunos de esos elementos son hoy también desafiados desde la propia Casa Blanca y no pocos actores en el seno de una Unión Europea sumida en una crisis existencial. Se abre así un escenario de crisis y cambio en el orden internacional, aderezado por una redefinición de lineamientos y rivalidades entre las grandes potencias. En este curso de verano se abordarán estos y otros debates adyacentes, como la polaridad del sistema internacional, la hipótesis de una Nueva Guerra Fría, los desafíos para la seguridad internacional, o el futuro del multilateralismo y de la globalización económica. Nuevo premio europeo para centros escolares que imparten enseñanza sobre la Unión Europea. El nuevo premio se denominará Premio Jan Amos Comenius por una enseñanza de calidad sobre la Unión Europea. Los candidatos admisibles son los centros de enseñanza secundaria de la Unión Europea. En septiembre de este año está previsto publicar la convocatoria de candidaturas de 2019 (DOUE C 167/05, 16.5.2019)

The Intensive Seminar on the European Union is a three-, two- or one-week training programme providing professionals with in-depth knowledge and practical skills on EU decision-making and policies. Participants can choose between three different programmes, depending on their prior level and experience on EU affairs:

  • For participants who seek to gain a thorough understanding or to refresh their knowledge on the EU, we propose a comprehensive programme covering the institutional framework and the EU's main internal and external policies: see the Classic three-week programme; (1-19 July 2019)
  • Participants that already possess a good knowledge of the EU institutional framework are invited to join the Advanced two-week programme allowing them to benefit from a full analysis of both the internal and external policies of the EU; (8-19 July 2019)
  • Participants who are well familiarised with both the institutional framework and the EU's policies are invited to join the Compact one-week programme on the European Commission priorities, which offers a practical review of the main legislative initiatives of the Juncker’s European Commission whilst looking ahead to the next term. (8-12 July 2019)

The three programmes focus on the latest developments of the EU and are practice-oriented; the seminar aims to improve participants’ professional skills and performance when working on EU affairs. [+]

Understanding how the law governs business practices that may restrict competition in economic markets through private and public enforcement and analyzing how competition law can curb anticompetitive activities and facilitate free competition, are the raisons d’être of this training programme.
The College’s EU Competition Law training programme provides its participants with a deep understanding of the latest developments on EU competition law and the essential tools necessary to master legal complexities and overcome challenges at work.
Through detailed case studies and in-depth economic and legal analysis, this interactive programme aims at providing professionals with an in-depth and up-to-date knowledge of EU competition law, focusing on practical aspects as well as substantive law. [+]

This annual seminar for two weeks about the EU Transport Policy and Railway Affairs presents the latest developments within the railway sector at a European level. Participants get the unique opportunity to work for two weeks in an international environment, to set up a network among colleagues from all European and Non-European countries. They will be able to think about the changes within their own sector, as well on both national and international levels. They get the opportunity to confront the changes they are working out at home with the solutions others have given to the same problems in the various European countries.
For the fourth time, the European Training Centre for Railways (ETCR), the College of Europe and the European Union Agency for Railways are jointly organizing the 57th edition of the ETCR Seminar on EU Transport and Railway Affairs. [+]

This two-week executive training course embraces the logic of the Energy Union, thus putting energy consumers – i.e. businesses and households – at the centre of European energy systems and policy-making.
The training course will therefore give participants the opportunity to analyse the current EU energy policies and governance (including the Clean Energy for All Europeans Package) and the basics of the energy mix, before delving into the various dimensions of the EU Energy Union: from energy efficiency and renewables, to the single energy market, and research, innovation and competitiveness. Additionally, wider energy policy concerns will be tackled, such as climate change,  energy security and the geopolitics of energy. The interactive lectures will be complemented with study visits, simulation games and case studies.
By the end of the course, participants will have a full understanding of the different aspects to take into consideration when approaching the topic of energy and will possess the tools to be able to grasp and address the complex challenges ahead.
The programme is the result of a complementary collaboration between the College of Europe and InnoEnergy, which brings together academic excellence and innovation. [+]

La comunidad Blue Growth organiza la Escuela de verano «Blue Growth: tecnologías emergentes, tendencias y oportunidades» para alentar a los jóvenes a participar en los sectores de la economía azul ofreciendo conocimientos técnicos de alta calidad y fomentando su espíritu empresarial.
La economía azul representa una oportunidad extraordinaria para el crecimiento, el desarrollo cultural, social y económico en el Mediterráneo con un potencial significativo para la creación de empleo y la inversión en el área. Sin embargo, existe una notable falta de capacitación de los estudiantes y trabajadores en el campo marítimo y falta de correspondencia entre los conocimientos adquiridos y las expectativas del mercado laboral en ese sector, así como una mejor integración de la ciencia de la Economía Azul en la práctica y la política.
El objetivo de la Escuela de verano es fomentar la participación de los jóvenes en los sectores de la economía azul ofreciendo conocimientos técnicos de alta calidad y fomentando su espíritu emprendedor, así como contribuir a hacer más atractivos los empleos relacionados con el mundo marítimo y la empleabilidad de los graduados. Improve, extend and update your knowledge and understanding of the Monitoring and Evaluation (M&E) techniques through a specialized and practical training programme. This technical and interactive training programme presents the purpose of M&E and useful practices. The objective of this course is to ensure that participants are thoroughly acquainted with the main principles and techniques of M&E of EU funded projects. 
The programme includes an overview of the main procedures for effective M&E, as well as its main actors. It offers a comprehensive understanding of the M&E processes in relation to the project life cycle. The course largely uses examples of EU's development assistance projects; however, the emphasis is on the understanding of concepts and tools which can be applicable in projects of a wide variety of donors and institutions.
