This interactive annual public sector innovation lab aims to provide you with a sound background to the main innovation challenges and trends in the public sector, as well as successful existing and rewarded innovation cases stemming from the latest edition of EIPA’s European Public Sector Award (EPSA 2017). Do you want to ensure quality evaluation? Does your organisation have qualified experts who are willing to design, manage and monitor evaluation activities? Then join us at our two-day seminar about “Capacity Building in Impact Evaluation” from 30 November to 1 December 2017 in Barcelona.

The main aim of this training is to put participants in a position where they are confident to commission and manage evaluations. It will allow them to understand the basics of certain tools and approaches and to be able to consider the advantages and disadvantages that justify the use of some above others. Consequently, they will be able to design briefs for (internal or external) evaluators, interact with them competently and assess the quality of their work.

In particular, the seminar will allow participants to obtain a deep understanding about the most prominent methods to evaluation: Counterfactual and theory-based approaches. They will learn from practical exercises and improve their skills through coaching and advice from our experts and from fruitful discussions. Este workshop está destinado a funcionarios de la Administración Pública de todos los niveles que estén trabajando en contratación: Ayuntamientos, Comunidades Autónomas y la Administración central, especialmente dirigido a jefes de servicio de contratación, compras y aprovisionamiento, secretarios generales, interventores, apoderados, asesores jurídicos y jefes de área de gestión económica. The primary objective of the training is to explain the policy considerations and legal concepts related to asylum law as developed in the European Union’s Area of Freedom Security and Justice. The course primarily aims to examine the core principles, concepts and some EU specific institutions related to asylum and refugee law as evolved in the EU’s Common European Asylum System (CEAS). This will be complemented with an introduction to policy considerations and legal concepts related to regular and irregular migration. [+]

The purpose of this brief is to examine whether HR/VP Ashton’s Proposal for a Council decision establishing the organisation and functioning of the European External Action Service (EEAS) of 25 March 2010 is in legal accordance with the stipulations of the Lisbon Treaty on development cooperation.
The focus of the development issues around the EEAS is unsurprising. The inclusion of the EEAS in Article 27(3) of the Treaty on European Union (TEU) and mention that it should comprise officials from ‘relevant departments’ of the Commission and the General Secretariat of the Council, as well as diplomats from the Member States, carried the obvious implication that the organisation and structures for development cooperation would be influenced by the emergence of the EEAS. In particular, the potential disappearance of most of the Commission’s Directorate-General External Relations (DG Relex) meant that many questions pertaining to the management, programming and implementation of development cooperation would be on the table.
